Gowa Communications Network

Definition

The Iowa Communications Network (ICN) is a statewide fiber optic communications infrastructure which provides full motion, two-way, interactive video, voice and data capabilities.

Access to the ICN and the library mission

The Bettendorf Public Library Information Center offers access to the ICN in the Norman Kelinson Meeting Room. Providing access to the ICN fits with the library's mission of providing life-long learning opportunities through "easily accessible print and non-print resources, broad programming services and responsive information services and technology. We exist for our patrons and, therefore, we listen to them and we are committed to adapting what we provide based on their changing needs."

Purpose of this policy

The purpose of this policy is to define the use of the ICN by the library and its patrons.

Use of the ICN

Access to the ICN is in the Norman Kelinson Meeting Room which is also used for other activities, meetings and training sessions. During library hours and when the room is not scheduled for another purpose, it may be available to any authorized ICN user as identified in the Iowa Code. Final decision on availability is delegated to the Library Director or his/her designee. The library reserves the right to cancel any scheduled activity if circumstances require it.

The authorized user is responsible for all ICN telecommunication charges incurred.

Requests to use the ICN should be placed as far in advance of the scheduled time as possible but not less than 72 hours.

Cancellations of reservations should be placed 48 hours prior to the event to avoid being billed.

Use of the ICN equipment requires some training. Applicants for use of the network should schedule that training with the AV Assistant (344-4184).

An authorized user of the ICN and the Kelinson Room must comply with the "Americans with Disabilities Act" and is responsible for providing qualified interpreters or auxiliary aids if requested. The cost of reasonable accommodations is assumed by the authorized user.

Authorized users are responsible for any damage to furniture, fixtures or equipment.

Use or transmission of copyrighted materials without prior approval of the copyright holder is prohibited. Appropriate use of copyrighted material is the responsibility of the authorized user.
