Services to Nonresidents

The Bettendorf Public Library Information Center, recognizing the need for cooperation among area libraries, extends borrowing privileges to the holder of any valid public library card and any valid card from a Quad-LINC library.

To comply with the Open Access Letter of Agreement, non residents who reside in the service area of a participating library or are enrolled at a participating academic institution and do not have a current library card may also have borrowing privileges.

Non residents (persons without a Bettendorf library card) may receive full service with the following exceptions:

  1. They will not be able to request materials not available on the PALS system.
  2. They will not be able to request acquisitions.
  3. They must apply for their library card at their hometown library.
  4. Non residents must pay a $5 fee in order to have an examination
    proctored.

The Bettendorf Public Library Information Center, because it honors other library cards, has eliminated non resident fee cards. Non residents may not purchase full service by paying a fee.

All patrons using the Bettendorf Public Library Information Center must abide by its rules and regulations.

The Bettendorf Public Library Information Center has the right to cancel any individual's borrowing privileges because of abuse of the library's rules and regulations.

A valid library card must be presented in order to borrow materials excluding checkout of A/V equipment for in-house use and unless the patron is a non resident as described in the second paragraph of this policy.

Non residents are welcome to attend library sponsored programs. However, programs which require registration are usually limited to a small audience and may not be able to accommodate both Bettendorf residents and non residents. In those cases, the library shall limit the first day of registration to Bettendorf residents; thereby granting them first priority. There after, registration shall be open to residents and non residents alike.
