Policies

Registration

The Board of Trustees establishes the following policies regarding registration:

Eligible Card Owners

Any person who resides within the city limits of Bettendorf will be issued a borrower's card, upon application, without a fee (replacement cards are $5.00). Photo Identification showing name and proof of current Bettendorf address will be required.

Any person who resides outside the city limits but pays taxes on property within the city limits will be issued a borrower's card, upon application, without a fee. Photo identification and copy of tax statement will be required. Cards also may be issued to members of the family residing in the same household.

Any person who resides outside the city limits but pays rent on property within the city limits will be issued a borrower's card, upon application, without fee. Photo identification and rental verification will be required. Cards also may be issued to members of the family residing in the same household.

Any person who resides outside the Quad-LINC service area but within the service area of a participating Open Access library or is enrolled in a participating academic institution and who does not possess a library card from their local library will be issued a card, upon application, without fee. Identification or proof of enrollment will be required.

Any person who for business or personal reasons will be temporarily residing in Bettendorf will be issued a short term borrower's card, upon application, without fee. Identification, such as hotel/motel receipt, will be required as well as proof of permanent address. Cards will expire upon termination of temporary residence.

Any person employed by the City of Bettendorf but who does not live in the City of Bettendorf may be issued a card, upon application, that does not allow holds. Photo identification showing current address and proof of employment will be required.

No nonresident fee cards are issued. (Refer to Services to Nonresidents Policy)

Children of any age who reside in Bettendorf may own a card according to the discretion of their parents or legal guardian. Parental signature is required for persons under age 14.

When a child is accompanied by an adult other than a parent or legal guardian, a temporary card will be issued and an application and a letter of explanation will be sent to the parent or legal guardian for their signature. Return of the signed application along with the original mailing envelope will serve as parental permission for the temporary status to be removed.

When the custody of a child is shared by parents with separate Bettendorf addresses and the child is under 14 years of age, two cards may be issued, one for each address/custodian.

In all the situations described above, the applicant must be present to be issued a card. Exceptions may be granted by the Library Director or his/her designee.

Library cards expire after three years. Photo identification and proof of current address are required to renew.
